Mary Swenson, Chief Administrative Officer
Under the policy leadership of the City Council and the administrative direction of the Chief Administrative Officer, the Executive Department coordinates varied activities affecting all City operations. The duty of the City Administrative Officer's Office is to implement the policies established by the City Council, to effectively lead the organization by fostering continuous improvement in service delivery, to facilitate responsive communication to citizens, and to nurture a positive image of City government by informing the public about City policies, programs and activities. In addition to legislative and executive programs, the department also administers Legal Services, Risk Management, Human Resources, Network and Information Services, and Community Information. Some of these functions, such as Community Information, are directed outward to the community. Other areas provide internal support to City departments in union and personnel relations, liability claims management, worker safety, legal counsel and interdepartmental coordination. The City Attorney provides an effective and progressive legal program to accomplish the general objectives of the City, to ensure proper legal implementation and to legally defend City actions. The mission of the Human Resources Department is to improve the City's effectiveness as an organization by providing personnel services that enhance the ability of people and departments to perform their duties.

Administrative Services Under the auspices of the Finance Department, the Assistant Administrative
Services Director is responsible for City Clerk duties including maintaining council minutes and records, catalogs and maintaining all official City files and records, publishing all required notices, and preparing council agendas.
The position also oversees utility billing services. The department provides essential support services to the public, council, Chief Administrative Officer and all departments to help them achieve their goals.

The Finance Department plans and directs the fiscal operations of municipal government. The department keeps the city administration informed of the financial picture relating to revenues, investments and expenditures. The department oversees accounting, purchasing and licensing, prepares payroll, and often manages data processing functions.

The Community Development Department, under the direction of the Community Development Director, acts as a technical staff advisor to the City Council, Planning Commission and City administration on all community development questions, including planning and zoning. Most routine planning activities are handled within the department. Other decisions involving zoning changes, variances, annexations, subdivision applications, conditional use permits, etc., are reviewed, then forwarded to the appropriate governmental body, such as the Planning Commission or Hearing Examiner, or both. The department's work focuses in two directions: planning for the future and current planning. Future planning concerns maintaining the City's long-range, comprehensive plan. Current planning involves immediate plans for improvements, and processing applications for zoning and subdivisions. Both are essential to enhancing the liveability of our city.

The Marysville Fire District, formed through a merger in 1991 between the Marysville Fire Department and Snohomish County Fire District 12, provides the citizens of the Marysville area protection from uncontrolled fire and hazardous materials through prevention efforts and suppression activities, comprehensive pre-hospital emergency medical services to the sick and injured, and community disaster preparedness. The District combines full-time professionals and volunteer firefighters.

The Police Department protects and serves the public and property within City limits, and maintains law and order round-the-clock in our community by deterring, preventing and apprehending criminals. The department, composed of administration, service, investigation and uniform patrol, uses nontraditional problem-solving to accentuate its standard operating procedures, yielding successful results. The department joins in a cooperative effort with citizens to improve the quality of life in Marysville, and being responsive to the community's needs to provide for a safer place in which to live and work. Innovative crime deterrence and prevention programs are many, such as the Bike Patrol, Neighborhood Block Watch, the Safe House program for children in harm's way before and after school, and Marysville Seniors Against Crime, a group of volunteer retirees who provide house security checks for vacationers, provide emergency preparedness training and other assets. Marysville is the only city in Snohomish County to operate its own Enhanced-911 communications dispatch center, and one of only two cities in the county that runs and administers a municipal jail.

Parks and Recreation The Parks and Recreation Department maintains city parks and conducts organized athletic and recreational activities for all ages. Often conducted in cooperation with the schools, recreation programs involve sports, games and crafts, as well as social and cultural activities that stimulate and contribute to our rich and diverse community. Public Works Director - Kevin Nielsen
From traffic signals to expansive wastewater treatment plants, the Public Works Department provides leadership in preparing, building and maintaining the infrastructure that provides for our community's needs today and for the generations of tomorrow. Engineering, street maintenance, water and sewer, and sanitation are four of the key areas the department plans and oversees. Regular operations include maintaining the wastewater treatment plant, maintaining sewers and water lines; striping, sweeping and maintaining streets for all weather conditions; maintaining street and traffic signs; and weed removal. Major public works projects of late include the upgrade of the sewer treatment plant, completion of a 6-million gallon water reservoir; shared responsibilities for the 88th Street-Interstate 5 interchange; and paving and widening of key streets in Marysville. Maintaining a healthy infrastructure is necessary for enhancing our quality of life, and sustaining our community for years to come.

Doug Buell, Community Information Officer
Under the auspices of the Chief Administrative Officer and Executive Department,
the Community Information Officer serves an in-house expert in public communications and is responsible for helping citizens understand City government and how they can influence its decisions. Primary duties include establishing and administering a citywide public information program; producing newsletters, visitor guides, brochures and other handouts; producing press releases and serve as a liaison to the print, television and radio media; coordinate Marysville Television Channel
and city web site; responding to citizen inquiries; and overseeing the direction of City telecommunications policy-making. The CIO reports to the Chief Administrative Officer.
