Municipal Court Judge: Fred J. Gillings
Municipal Court Administrator: Suzanne Elsner
The Marysville Municipal Court has exclusive original jurisdiction over traffic infractions arising under
city ordinances, all criminal violations of city ordinances, and of all other actions brought to enforce or
recover license penalties or forfeitures declared or given by such city laws or state statutes.
The Municipal Court Judge is appointed by the Mayor as a contracted part-time city employee, for a term of four years. To serve as a judge, that person much be a citizen of the U.S. and Washington state, and must be an attorney permitted to practice law before the courts of record in Washington state.
The Marysville Municipal Court staff consists of Municipal Judge Fred Gillings,
Court Administrator Suzanne Elsner, a Court Commissioner that also hears cases, and a five-member administrative staff. In
2000, Marysville partnered with the City of Lake Stevens, and in 2002 with the
City of Arlington to provide municipal court services to them. Case filings
increased from 7,455 cases in 2004 to a record 10,760 cases in 2005 - an
increase of 44%. The court is currently handling 1,100 cases per month, on
average.
The addition of several police officers in the three cities - coupled with new legislative changes - has led to increased filings.
