NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL:

The applicant is seeking Site Plan Approval for a phased mixed-use development. Phase 1 & 2 includes site improvements and the construction of a 2,200 sq. ft. drive-in restaurant; prior to completion of the restaurant, an interim food truck will operate on site. Phase 3 includes the construction of a 9,600 sq. ft. mixed-use building, which would provide ground floor commercial suites with residential units above; a total of (17) residential units are proposed. In accordance with MMC 22D.050.025, the applicant is seeking a Forest Practice Application (FPA) for the associated site clearing. A SEPA Threshold Determination is required for FPA approval; therefore, SEPA review is included in this application.

SEPA Review: Based on the submitted application and available information, the City anticipates issuing an (M)DNS for this proposal and the optional (M)DNS process as specified in WAC 197.11.355 is being utilized.  Consequently, this may be the only opportunity to comment on the environmental impacts of this proposal.  This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent SEPA threshold determination for the proposal may be obtained upon request. A decision on this application will be made within 120 days from the date of completeness.

Public Comment Period: Written comments must be submitted to the contact person listed below by 4:00 PM on December 9, 2025.
