NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL:

The applicant is proposing to rehabilitate a 1.5-mile segment of Ingraham Boulevard and 84th Street NE from 67th Avenue NE to the west and State Route 9 to the east. The existing roadway exhibits longitudinal cracking, block cracking, spalling, and general surface wear. The project will primarily involve a full-width grind and two-inch overlay, along with full-depth pavement repair in select areas. Additionally, there will be ADA upgrades to select curb areas. The applicant submitted a standalone State Environmental Policy Act (SEPA) review to accompany the Land Disturbing Activity permit for Grading. 

 

SEPA Review: Based on the submitted application and available information, the City anticipates issuing an (M)DNS for this proposal, and the optional (M)DNS process as specified in WAC 197-11-355 is being utilized.  Consequently, this may be the only opportunity to comment on the environmental impacts of this proposal.  This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent SEPA threshold determination for the proposal may be obtained upon request. A decision on this application will be made within 120 days from the date of completeness.

 

Anticipated Conditions: Based on the submitted scope of work the following conditions are anticipated to be applied: (1) The Applicant shall strictly adhere to and implement the recommendations set forth in the Geotechnical Report prepared by GeoSciences Inc. dated January 16, 2026, as subsequently amended. A final letter shall be provided from the project engineer demonstrating that all recommendations outlined in the Geotechnical Report have been implemented. (2) The Applicant shall strictly adhere to and implement the recommendations set forth in the Storm Drainage Report prepared by David Evans and Associates, Inc., dated January 2026 as subsequently amended.

Public Comment Period: Written comments must be submitted to the contact person listed below by 4:00 PM on February 27, 2026.
