The City of Marysville invites residents to tackle their spring-cleaning projects with the help of two free community events this April and May.

These events are free and open to Marysville residents only. A city utility bill or driver’s license will be required as proof of residency.

Due to construction at the city’s public works yard to elevate the site out of the flood zone, the city adjusted how and where this year’s clean-up events will be organized. 

“Losing the availability of the public works yard created some changes this year; however, we’re happy to still be able to offer the same services to our residents- just in a different way,” said Volunteer and Community Event Coordinator Sam Giffin. “Each event will offer different services at different locations, so planning ahead is key.”

Ladies, grab your girlfriends and head over to the Treat Your Self Women’s Expo on Saturday, March 7. The City of Marysville is hosting this free event from 10 a.m. to 3 p.m. at the historic Marysville Opera House, 1225 3rd St. 

Women can visit a variety of local vendors that provide products or services for beauty, fun and self-care.   “We’re thrilled to bring women in our community together for an event centered on connection, self-care and supporting local businesses,” said Kristen Rasmussen, Recreation Supervisor. “From unique jewelry and hand-crafted purses to home décor, skincare products and indoor plants, attendees will find a wide variety of offerings designed to help them feel refreshed, inspired and cared for.”

The first 100 attendees in line at 10 a.m. will receive a ticket to collect a swag bag. Attendees must be present to receive a ticket. Swag bags will be given to people ages 14 and older. 

Guests arriving after 1 p.m. may enter into a raffle drawing for prizes donated by the vendors. Prizes will be drawn at 2 p.m. and 2:30 p.m.  Anyone who provides proof of purchase will receive one additional raffle ticket to be entered into the raffle prize drawing. Must be present to win.

Coffee and breakfast items will also be available for purchase from an on-site coffee vendor, Busy Bee Coffee.

Due to safety concerns related to large crowds at opening time, a limited number of guests will be admitted into the building at one time.

In honor of Martin Luther King Jr. Day of Service, the City of Marysville invites residents to come together in the spirit of unity, service and community impact. This annual holiday, observed as a “day on, not a day off,” encourages individuals to honor Dr. King’s legacy through meaningful action. In Marysville, residents can volunteer for four service opportunities, offering community members a variety of ways to give back and make a positive difference alongside neighbors and local partners. 

• Join Marysville Parks, Culture and Recreation to remove litter and invasive species at Twin Lakes Park (16324 Twin Lakes Ave.) from 9 a.m. to 12 p.m. No registration is required; just sign in with staff at the park. Volunteers under 18 will need a signed waiver from a parent.
• The Marysville Historical Society will have a mix of indoor and outdoor projects from 10 a.m. to 5 p.m. Volunteers will organize historical files and complete landscaping and maintenance projects around the building. No registration required; just sign in at the building (6805 Armar Rd).
• Marysville Community Food Bank needs volunteers to stock food, support clients and clean the building from 8:30 a.m. to 11:30 a.m. or 11:30 a.m. to 2:30 p.m. Please register at www.marysvillefoodbank.org/volunteer and note MLK Jr. Day of Service.

The City of Marysville invites you to review construction, phasing and schedule plans for road improvements on 88th Street NE:

• State Avenue to 55th Avenue NE (Phase I)

The open house takes place Tuesday, Jan. 13, from 6 to 7 p.m. at the Pinewood Elementary Multipurpose Room, 8600 52nd Ave. NE. Learn about project impacts and benefits and share your thoughts with city staff. 

Once the presents are unwrapped and the decorations start coming down, don’t let the packaging pile up! The City of Marysville invites residents to a free post-holiday recycling and tree-cycling event on Saturday, Jan. 10, from 10 a.m. to 2 p.m. at the Marysville Community Center, 1015 State Ave.

In partnership with Marysville Sunrise Rotary and other local organizations, this annual event offers a convenient way to responsibly dispose of holiday waste. Bring your cardboard, clean Styrofoam, bubble wrap, packing peanuts, and other recyclable packaging materials.

Have a real Christmas tree? Drop it off to be chipped into mulch to help nourish city parks and trails.

While the event is free, donations of nonperishable food or cash are gratefully accepted to support the Marysville Community Food Bank. You can also make contributions online at www.marysvillefoodbank.com.

The Marysville Community Center and our Parks, Culture and Recreation office will be closed for the holidays Dec. 24-Jan. 2. We'll reopen in the new year starting Monday, Jan. 5, with programs and classes for all ages.

Drivers have Thursdays, Dec. 25 and Jan. 1, off for the Christmas and New Year's holidays. If your regular pickup day is Thursday, please leave your bins out on Friday. Friday routes will be picked up on Saturday. Happy holidays!

City staff continue to monitor weather conditions and assess impacts to city roads and facilities. Emergency Management and other staff have been on call 24/7. While conditions are improving, there is still some risk of flooding tonight and into the weekend. Conditions near waterways may change quickly. Please use caution, watch for ponding on roadways, and obey all closure signs.

152nd Street NE remains closed between Strawberry Fields Athletic Center and 67th Avenue until further notice. Snohomish County is responsible for this stretch of roadway and is working with the Department of Ecology to plan for road repair. We do not have an estimated date for reopening. 

Ebey Waterfront Trail and Park remain closed until further notice. After the threat of flooding eases, we expect it to take some time to reopen to the public.

If you’re a Marysville resident who wants to get more involved in your city, consider applying to serve on the Parks, Culture and Recreation Advisory Board or the Planning Commission. 

The opening on the Parks, Culture and Recreation Advisory Board is to complete a term ending in February 2027. The board meets at 5 p.m. on the second Wednesday of every odd-numbered month. It advises the Parks, Culture and Recreation department and the City Council on long-range planning for parks, facilities and programs. It also develops operating rules and policies for facilities and programs. 

The vacancy on the Planning Commission is to complete a term ending in August 2026. The seven-member Planning Commission serves as an advisory board to the Mayor and City Council on land use issues. The Commission meets on the second and fourth Tuesdays of each month at 6:30 p.m.

Candidates must live within Marysville city limits. To be considered for either appointment, please submit a letter of interest and resume by Friday, Dec. 12, to CityClerk@marysvillewa.gov (put ‘Parks Board application’ or ‘Planning Commission application’ in the subject line) or to City Clerk, 501 Delta Ave., Marysville, WA 98270.

Traffic alert: State Avenue closure Saturday, Dec. 6, for Electric Lights Parade

On the evening of Saturday, Dec. 6, State Avenue will be closed between 4th Street (SR 528) and Grove Street for the Merrysville for the Holidays Electric Lights Parade. The road closure will start at 5 p.m. and reopen by 10 p.m. or earlier if possible. Marked detour routes use Cedar Avenue and Armar Road.

12 p.m.                 5th & 6th Streets closed between State Avenue and Delta Avenue

                                Delta Avenue closed between 4th and 5th, will reopen by 10 p.m. or earlier

The City of Marysville welcomes Heide Brillantes as its new Finance Director. It’s a homecoming of sorts for this longtime Marysville resident and graduate of Marysville Pilchuck High School. 

“Marysville is not only my hometown but the place where I have built my life,” she said. “I am eager to contribute my knowledge and experience to ensure the city’s financial health now and in the future.” 

Brillantes most recently served as Finance Director for the City of Everett. Prior to that, she was an audit supervisor, lead auditor and fraud specialist for the Washington State Auditor’s Office. 

Brillantes earned a bachelor’s degree in Finance from California State University Northridge and a certificate of Government Contract Management from UCLA. She is a graduate of Franklin Covey’s Emerging Leaders Program.

While we cannot always stop hazards from happening, we can act now to lessen the impact of those hazards. That’s the focus of the City of Marysville’s Hazard Mitigation Plan. If you live or work in Marysville, now’s your chance to review and comment. 

The draft plan focuses on what the Marysville community can do to become more resilient to disasters. This would lessen the impact of disasters on lives, property, businesses and the environment.

Four long-term goals guide the city’s mitigation efforts:  

1. Reduce hazard-related threats to life, safety, and public health.
2. Strengthen critical infrastructure and key facilities to better withstand the effects of hazards and threats.
3. Enhance preparedness and response capacity while addressing the specific needs of the community.
4. Align priorities across departments, agencies, and private entities for coordinated efforts toward a sustainable and resilient community.

The draft plan was developed over the last several months by the city’s Emergency Management division with participation from city staff across departments and numerous partner agencies, along with public input from public meetings and an online survey. Modeling and mapping were used to inform risk assessment and identify community strengths and capabilities. 

After identifying local natural and human-caused or technological hazards along with their potential impacts, an action plan outlines specific mitigation actions and proposes how to implement them over the next five years.

Project focus on homelessness, services to low- & moderate-income residents

Do you have a plan for a capital project to help serve people without homes or a public service that helps meet the needs of people with lower incomes? 

The City of Marysville has opened applications for Community Development Block Grant Draft (CDBG) funds for program years 2026 and 2027. Funds are available in two categories: Public Facilities and Infrastructure, and Public Services. 

Public Facilities and Infrastructure

• Funding estimated at $406,499 for each of fiscal years 2026 and 2027
• Eligible capital projects include public facilities and improvements and permanent housing. 

Public Services

• Funding estimated at $60,969 for each of FY 2026 and 2027
• Eligible public services include but are not limited to services addressing employment, crime prevention, childcare, health services, substance abuse services, education, fair housing counseling, energy conservation, services for seniors, services for homeless people, welfare services, down payment assistance and recreational needs. 

Eligible applicants include qualified non-profit organizations, faith-based organizations, public agencies and city departments, and authorized for-profit entities. Activities must be consistent with the city’s 2025-2029 Consolidated Plan. Applications must be received by or before Friday, Nov. 28.

Calling all little monsters for an afternoon of costumes, candy, and community spirit at Trick or Treat Down Delta on Friday, Oct. 24, at 501 Delta Ave., just west of Comeford Park. The city invites families to attend this free event from 2 to 4 p.m. 

Trick-or-treaters of all ages will love seeing haunted displays and ghostly sights as well as visiting city staff members, police officers, firefighters and community organizations all while collecting Halloween treats from over 30 different stations. 

New this year, performers from MPAC dance studio will be kicking off the event with a performance of “Thriller.” Meet in the Delta Avenue Plaza in front of the Marysville Civic Center at 2:15 p,m, to enjoy this classic zombie dance!

If your non-profit group has an event or program that will attract overnight visitors to Marysville, grant funds from the City of Marysville could help make it happen. Applications for the Tourism Grant Program are being accepted until 4:30 p.m. Wednesday, Oct. 15. 

The program aims to increase tourism and encourage overnight visitor stays in Marysville through tourism-related events and projects. Examples of eligible projects include but are not limited to: 

• Sporting events
• Conferences
• Trade shows
• Festivals
• Performing arts or entertainment
• Marysville tourism promotion

Qualified, private non-profit groups with demonstrated ability to accomplish projects are invited to apply; these may include organizations such as historical societies, arts groups, chambers of commerce, museums and galleries, youth activity organizations and service clubs. Eligible applicants must be able to demonstrate nonprofit status. 

Funding comes from a 2% lodging tax paid by customers of hotels and motels within Marysville city limits. Proposed projects must comply with state statutes that govern the use of lodging tax funds.

Marysville Police Department urges back-to-school traffic safety after more than 1,000 violations last year 

With the start of the school year just days away, the Marysville Police Department is reminding drivers to slow down and stay alert in school zones and near school buses. Officers from the traffic and school resource units are preparing for increased patrols as students return to class. During the previous school year, from Sept. 1, 2024, to June 20, 2025, police issued 553 citations for speeding in school zones. Many drivers were traveling 15 mph or more over the posted 20 mph limit, often disregarding flashing warning signs. When the school zone lights are flashing, or children are present, the speed limit is 20mph. School zone violations are doubled, and the minimum fine is $214.

An additional 14 citations were issued for other school zone violations, including failure to yield to children in crosswalks, disobeying flaggers, reckless driving and DUI offenses during school hours.

Police also recorded 506 violations involving school bus stop paddles. Many drivers failed to stop for buses with extended stop paddles and flashing red lights, despite state laws requiring all lanes of traffic to stop unless separated by a physical barrier. Attached is video footage from two routes last school year, showing drivers failing to stop for school buses. Washington law requires drivers to slow down when a school bus’s yellow lights begin flashing, and to stop in all directions when red lights are flashing and the stop paddle is extended, unless a physical barrier separates the lane from the bus.

The perspective of a Marysville teen is needed on the city’s CDBG Citizen Advisory Committee that helps decide how federal block grant funds are best spent in Marysville to help low-moderate income populations. Deadline to apply is Oct. 2.  

Community Development Block Grants are federal funds intended to help local low-moderate income communities provide affordable housing, anti-poverty programs and infrastructure development. The committee evaluates proposals, recommends funding and reviews program performance within the frameworks of a consolidated plan and annual action plan. The vacancy is for a one-year term ending in November 2026, with the possibility for two additional one-year terms. Applicants must be of high school age and live within Marysville city limits.

The City of Marysville and Boys & Girls Clubs of Snohomish County will celebrate the history of generosity and commitment to our youth that brought the Boys & Girls Clubs to Marysville. Now that the Boys & Girls Clubs has paid off the 15-year lease/purchase contract to the city for the Marysville branch building, the city will hand over the keys with a short ceremony and community open house.  

The late Dennis Kendall, former Mayor of Marysville, strongly believed the city needed a safe drop-in youth recreation center downtown. He spearheaded a fundraising campaign that enabled the city to purchase the building and property from the Marysville School District in 2009. The Washington State Legislature granted $487,000 toward the project, with other generous donations from Marysville Rotary, the Tulalip Cares Charitable Fund, and several individual donors. 

Among those generous donors was Carol Bjorg in honor of the late Gordy Bjorg, for whom the branch has been renamed, and the late Harv Jubie and his brother Larry Jubie, recognized on the gymnasium floor. 

History

The building opened in 1961, the product of hard work by Marysville Police Reserves who saw the need for a community center, raised the funds and built the building themselves. It was home to the Marysville YMCA for several years after that. The building site was home to Marysville’s first high school, which opened in 1907, and later housed both an elementary school and a middle school. 

Drivers in the Sunnyside area should plan ahead for traffic delays on Tuesday, Sept. 16, as a new traffic signal is tested and activated. The new signal is located at the intersection of Sunnyside Boulevard and 53rd Avenue NE. Single-lane closures with traffic control will be in effect throughout the day for signal testing. Use alternate routes if possible. 

Related traffic safety improvements to this area include a new two-way left-turn lane and removal of some nearby on-street parking. These improvements will enhance traffic safety for increasing traffic volumes in southeast Marysville.  

Rev your engines for a day full of fun and exploration at the 29th annual Touch-A-Truck on Saturday, Sept. 13, at Totem Middle School’s Asbery Field, 1605 7th St. N.E., Marysville. The City of Marysville invites families to attend this free event from 10 a.m. to 1 p.m. Horns and sirens will be from 10 a.m. to noon. For those who prefer a quieter environment, a low-sensory hour will take place from noon to 1 p.m.

This unique event gives children of all ages, and the young at heart, an opportunity to sit in the driver’s seat of Marysville’s biggest heavy-duty rigs. Honk horns, set off sirens, and kick the tires on construction equipment, emergency vehicles, fire engines and many more! Train rides, craft projects and a backhoe skill demonstration will also be offered. 

Donations will be gratefully accepted by the Marysville Community Food Bank. This event is made possible by generous support from Community Transit, Defensive Driving School and Chiro One Wellness Centers.

Final paving set for Sept. 2–4 for 67th Avenue NE improvement project

Final paving work on 67th Avenue NE between Grove Street and 88th Street is scheduled to take place Tuesday, Sept. 2 through Thursday, Sept. 4, between 7 a.m. and 8 p.m.  

The paving will include all intersections on the west side of 67th Avenue NE as well as the entire southbound lane and center lane between Grove Street and 88th Street. One lane will remain open in each direction.

Residents in neighborhoods along the west side of 67th Avenue NE should expect limited access during this period. Each neighborhood has two entrances, and the city’s contractor, Bayshore Construction, will always keep one entrance open. These closures follow similar patterns used during earlier ADA ramp replacement work.

Specific impacts include:

• Cedar Homes 29: Access will be closed from 11 a.m. to 1 p.m. on Sept. 2, and again from 10:30 a.m. to 12:30 p.m. on Sept. 3. 
• Cedars of 67th: One entrance will always remain open.

Drivers should expect minor delays and are encouraged to use alternate routes when possible. Pedestrian access will remain open throughout the paving operation.

Marysville residents are invited to review and comment on the annual report evaluating the progress of the city’s Community Development Block Grant program. 

The 2024 Consolidated Annual Performance and Evaluation Report (CAPER) provides HUD and city residents an opportunity to evaluate the overall progress of the CDBG program in carrying out the priorities and objectives identified in the Consolidated Plan and Annual Action Plan. It also describes actions, changes and accomplishments during program year 2024 resulting from the federally funded CDBG program.

Some projects and programs that received such funding include: 

• A new roof for the Marysville Community Food Bank and renovations to the Boys and Girls Club,
• Services that allow low-income seniors and disabled adults to remain in their homes, 
• In-home meals for those in need and meals for low-income and homeless schoolchildren, and
• Low-income housing and supportive services for those who qualify.

The City of Marysville is asking all water customers to voluntarily conserve water on Wednesday, Aug. 27, and Thursday, Aug. 28.

To facilitate scheduled construction, a temporary shutdown of a primary water supply source will begin on Wednesday, Aug.  27, at 8:30 p.m., with service expected to be fully restored by Thursday, Aug. 28, at 8:00 a.m. Water conservation throughout both days is needed to maintain adequate water levels in storage tanks both before and after the shutdown. Your efforts will help minimize the risk of service disruptions and ensure continued access to water for essential needs.

Ways you can help:

• Turn off all irrigation systems.
• Reduce shower times. 
• Limit water use to only what is needed for health and safety.

During this time, customers may experience fluctuations in water pressure as the city adjusts the distribution system to maintain service across all areas.

Jim Kaylor is joining the City of Marysville as its first Director of Utilities & Maintenance Services. In this role, he will oversee the department that includes the city’s water, stormwater, surface water, solid waste and maintenance services divisions. He will begin working full-time in Marysville after the Labor Day holiday. 

Kaylor comes to Marysville with impressive relevant experience leading local government utilities, most recently in Cave Creek, AZ, and with the cities of Glendale, AZ, and San Clemente, CA, and the Coos Bay North Bend Water Board in Coos Bay, OR. 

“I am impressed with the journey and leadership the City of Marysville has exhibited to arrive at 2025,” Kaylor said. “I am excited to be on board and part of the future leadership team.”

Kaylor earned a bachelor’s degree in Environmental Health from Arizona State University. 

You are invited to join the City of Marysville, Marysville Fire District and Marysville Police Department for a public ceremony marking 24 years since the devastating Sept. 11 terrorist attacks.

The remembrance ceremony will take place at 8:30 a.m. Thursday, Sept. 11, in the Delta Plaza outside the Marysville Civic Center, 501 Delta Ave. This service honors the nearly 3,000 people who lost their lives on Sept. 11, 2001, including 343 firefighters and 72 law enforcement officers. The Marysville Fire District also lost one of its own, Lt. Jeff Thornton, who died that same day after a long battle with cancer. The ceremony will include remarks from Mayor Jon Nehring and a presentation by Marysville Fire District’s prestigious Honor Guard. 

A recording of the ceremony will be made available afterward.

Construction begins Tuesday, Aug. 12, on improvements to 67th Avenue NE between Grove Street and 88th Street. The city’s contractor, Bayshore Construction, will replace pedestrian ADA ramps, complete street repairs and grind and overlay the full roadway with new pavement. 

During the first phase, expect a full closure of the southbound lane for ADA ramp demolition and construction along the west side of 67th Avenue and pavement repairs; one lane will remain open in each direction. One point of access will remain open for all neighborhoods on the west side of 67th Avenue NE. Through traffic should plan for delays and use alternate routes when possible. Pedestrian access will remain open throughout the duration of construction.

In mid-September, grinding will take place in the center and northbound lanes, and the northbound lane will be closed. During this phase, ADA ramp demolition and construction will occur on the west side of 88th Street NE; pavement repairs will also be completed in the northbound lane. One lane will remain open in each direction.  

Paving is planned to occur during the first week of October and should be completed in 2-3 days. No night work is planned. Construction should be completed in late October.      

Heads up for drivers in the Whiskey Ridge area of southeast Marysville: 

Beginning Monday, Aug. 18, a section of 83rd Avenue NE will be closed 24/7 for construction. Plan ahead and follow the marked detour route along 87th Avenue NE via 60th Street NE and East Sunnyside School Road. 

The closure is needed to install a culvert and lower water mains. It is expected to last through Friday, Sept. 12. During that time, the roadway between 60th Street NE and East Sunnyside School Road will be open to local traffic only. 

Marysville City Councilmember Peter Condyles recently earned a Certificate of Municipal Leadership from the Association of Washington Cities (AWC). 

This program recognizes city and town elected officials who complete more than 30 training hours in five core areas: 

• Legal requirements, roles and responsibilities, and ethics (Legal)
• Budgeting and financial management (Budget)
• Infrastructure, transportation, and land use (Land use)
• Building safe, healthy, and thriving communities (Community)
• Effective local leadership (Leadership)

“I am excited to use the skills I’ve acquired through this program to better serve the residents of Marysville,” Condyles said. 

A City Councilmember since July 2022, Condyles served on the Mayor’s Task Force on Growth Management and on the city’s Community Development Block Grant committee. He previously served on the Snohomish County Policy Advisory Board, which makes recommendations to the County Council on funding related to housing and homelessness.  

He is the president of the Marysville Historical Society, where he has been involved since 2014, and also serves on the board of the League of Snohomish County Heritage Organizations. A graduate of Leadership Snohomish County, Condyles works as a project manager for Toyer Strategic Advisors, an economic development and land use consulting firm. He earned a bachelor’s degree in history with minors in public history and political science from Western Washington University.  

Construction is underway to reestablish public access to a ruggedly beautiful nature park in north Marysville long closed to the public. Mother Nature’s Window, a 34-acre park featuring second growth forest, was privately owned until 1999, when Snohomish County acquired the property that was later annexed into the City of Marysville. The park is located off of 55th Avenue NE south of 100th Street. 

The city will reopen public access by creating light recreation and environmental education opportunities while preserving the park’s natural setting and improving the city’s ability to monitor and maintain it. Project elements include a new driveway and parking lot, sidewalks, stormwater management, lighting, trail improvements, landscaping, irrigation, signage and site furnishings.

The city’s contractor, Matia Contractors, Inc., is scheduled to complete this work in December 2025. About half of the $1.47 million construction budget is funded by a $750,000 federal HUD grant, with the remainder funded by the city.  

Look for a public opening in the spring of 2026.

Future improvements are planned but funding has not yet been secured for future phases.

As we look forward to the July 4th holiday, we’re reminding Marysville residents and visitors that all fireworks are illegal within city limits. 

People who have, use, sell, trade or discharge fireworks inside the city are breaking the law. Leading up to and through the holiday, Marysville Police are conducting extra patrols and strongly enforcing the law. If you are caught breaking the law, you will be fined a minimum of $513. Fireworks will be confiscated and, depending on the violation, you may be subject to jail time. 

Residents are encouraged to report illegal fireworks by calling the non-emergency line at 425-407-3999. To keep emergency phone lines open, please do not call 911 unless there is an immediate threat to life or property.

With the Marysville Strawberry Festival getting underway, it’s time to plan ahead for road closures this week. The biggest traffic impact will be on Saturday when State Avenue will close for several hours for the Grand Parade. 

Saturday, June 21

•    State Avenue from 80th Street NE south to 4th Street will close starting at 3 p.m. as parade staging begins. The parade begins at 5 p.m. and ends around 7 p.m., after which roadways will reopen for regular traffic. 

•    Side road closures: 

•    76th Street NE from State to 43rd

•    6th to 10th Streets between State and Columbia

•    6th to 9th Streets between State and Delta 

•    4th Street (SR 528) will remain open for east-west traffic. 

• Residents and business employees in neighborhoods north of 4th Street and east of State Avenue to 47th Avenue will have local access only during the parade.

The City of Marysville is seeking residents to serve on the city’s Salary Commission. The commission has two vacancies: one for a two-year term ending in July 2027 and one for a three-year term ending in June 2028. Both positions are eligible for subsequent reappointment for a three-year term. 

The seven-member commission meets yearly to review the salaries paid to elected officials including the Mayor and City Councilmembers and determine appropriate increases or decreases in salary. Commission members must live within Marysville city limits and pass a criminal background check.

The City of Marysville is offering six- to eight-week paid internships to gain hands-on experience. Up to six positions are available with options working in Communications, Community Development, Information Services, Police and Municipal Court. Core program dates are June 23-Aug. 8.

Recent state laws require cities to allow more housing types in areas that have been traditionally dedicated to single-family detached homes, as well as increased flexibility for accessory dwelling units. Background

In July 2023, Washington state adopted House Bill (HB) 1110, which is commonly referred to as the Middle Housing Bill. This state law requires that cities allow Middle Housing (e.g. duplexes, triplexes, and similar housing types) in areas traditionally dedicated to single-family detached housing. The city is also required to adopt state-mandated regulations pertaining to Accessory Dwelling Units (House Bill 1337) and Unit Lot Subdivisions (House Bill 5258). The key amendments pertaining to Accessory Dwelling Units are elimination of the owner-occupancy requirement and an allowance for two accessory dwelling units on residential lots if space allows. Unit lot subdivisions are the subdivision of multiple structures on a lot into separate units.

At first glance they might not seem to have much in common, but a commitment to excellence and community unites all three winners of the 2025 Marysville Business Awards. They were nominated by the public for their inspiring stories. Mayor Jon Nehring and Ivonne Sepulveda, President and CEO of The Greater Marysville Tulalip Chamber of Commerce, presented the awards at the Marysville Business Summit on April 29. 

The Historic Business Award is presented to a company that has successfully been in business for 50 years or more. The Marysville Skate Center (formerly known as the Marysville Skate Inn) has been an institution for kids in Marysville since 1959. The rink caters to all abilities, from professional skaters to amateurs. Many in our community have fond memories of taking lessons there and spending weekends skating with friends. 

From the nomination: “Michael Louis purchased the rink a couple years ago, and it has been amazing to watch him and the business flourish. If you go to the Marysville Skate Center any given Saturday night, the rink will be packed with kids having fun and laughing. Mike hosts birthday parties and skate nights for area elementary schools for families to come enjoy time together - and maybe skate for the first time. 

“Kids who come to the Marysville Skate Center are spending time outside of home and school, without their phones, interacting with friends. Not to mention skating is great exercise! It is nice to see a business and business owner so dedicated to enriching the lives of children in our community.” 

The Obstacle Overcomer Award is presented to a company that faced one or more significant challenges by adopting a new business practice or strategy. 

Our winners made the leap from brewing beer and selling a world-class product in their Lake Stevens garage to a 100-year-old hardware store building on 3rd Street. Then they grew from 1300 square feet to 5000 square feet within 2 years! With the help of loyal customers, they built an outdoor pavilion and stayed open and in business during COVID. 

Nominees said 5 Rights also deserves public acclaim for community service and involvement. “Every year they make room for donation drop-offs for the Christmas Holiday season to help support the Marysville Food Bank. They donate to the Marysville Strawberry Festival and participate in team events. They donate to several school groups, youth sports and more. They also support Marysville Police and Fire and have hosted dozens of charitable events that support civil society in Marysville … 5 Rights is a hub for community engagement.” 

The Community Champion Award is presented to a company that, in addition to its core business, provides significant community support. The 2025 winner, I Know CPR, had many nominations testifying to the difference they make in our community. Here are just some excerpts from the nominations: 

“There is no doubt people are alive because of Randy's comprehensive training of CPR and other lifesaving first aid measures. Randy truly cares for the community and the work he does. 

“Randy has volunteered his time providing CPR classes to local high school students, church groups, and homeless shelters. This skill is required for many jobs, thereby giving these individuals a step up in their search for work.

“They have spent so much time helping new families and low-income families with health care and training … He saved my son’s life and I will always be grateful for him and his blessing of a family.”

The City of Marysville has embarked on a project to build a fully inclusive playground at Jennings Memorial Park.

On May 13 world-renowned Inclusive Play Specialist (and former Paralympian) Jill Moore with Landscape Structures will present on the importance of inclusive playgrounds with time for public Q&A. Following the presentation, attendees will be invited to meet at Jennings Memorial Park for a live demonstration of the benefits of an inclusive playground.

The Qualified Scientific Professionals List is comprised of qualified wetlands, fish habitat areas/streams, wildlife habitat areas and geologic hazard areas consultants who meet the standards outlined in MMC 22E.010.340, Selection of qualified scientific professional and city review of report, and the definitions outlined in MMC 22A.020.180, Q definitions. Each qualified consultant shall meet the following:

“Qualified scientific professional” means a person with experience and training in the pertinent scientific discipline, and who is a qualified scientific expert with expertise appropriate for the relevant critical area subject in accordance with WAC 365-195-905(4). A qualified professional must have obtained a B.S., B.A., or equivalent degree as specified below, and have qualifications as follows:

1)    A qualified professional for wetlands must have a degree in biology, environmental studies, natural resource management, ecology, or a related field; have two years of professional experience as a wetland biologist; and be certified as a professional wetland scientist (PWS).

2)    A qualified professional for fisheries or fish habitat must have:

a)    A degree in fisheries or aquatic ecology, and two years of professional experience as a fisheries biologist; or

b)    A degree in biology, environmental studies, natural resource management, ecology, or a related field; certification by the American Fisheries Society; and five years of professional experience as a fisheries biologist.

3)    A qualified professional for a geological hazard must be a professional engineer or geologist, licensed by the state of Washington, and have two years of professional experience as an engineer or geologist.

The City of Marysville invites the community to celebrate Mother’s Day at the annual Mother Lovin’ Market on Sunday, May 4, from 10 a.m. to 3 p.m. in Jennings Memorial Park, 6915 Armar Rd. This event is free to attend and will be held rain or shine.

Clean Styrofoam and bubble wrap will also be accepted for recycling.  

Please do not arrive early. The parking lot will not open until 9 a.m., and residents who arrive after 9:15 a.m. typically get through the line quickest. The event ends at noon or when the shred trucks are full.

Put your commitment to environmental stewardship into action when you join the Earth Day Cleanup on Tuesday, April 22, from 2 to 6 p.m. at Gissberg Twin Lakes Park. 

You can help restore the beauty of the park by volunteering to tackle litter and make a real impact on our local community. Parks staff will provide litter grabbers, trash bags and gloves. No prior registration is needed -- just show up and check in with a staff member. Volunteers must be at least 15 years old or accompanied by an adult. The city’s newest park, Gissberg Twin Lakes Park was transferred to the city from Snohomish County in January. It’s a popular fishing spot and also offers a beach and picnic area along with easy hiking in a nature preserve. Open hours are 7 a.m. to sunset.

The City of Marysville has opened its draft 2025-2029 Consolidated Plan for public review and comment. The draft plan includes 2025 recommendations for allocating federal Community Development Block Grant (CDBG) funds for local projects and programs that serve low- to moderate-income Marysville residents. 

The city expects to receive $365,000 in federal funds in 2025 under the CDBG program. The draft plan recommends using those funds for:

• assistance to elderly and functionally disabled adults at risk of losing their independence or becoming homeless (Catholic Community Services)
• meals for low-income senior citizens and disabled adults (Meals on Wheels) and low-income school children (Food for Thought backpack program) 
• minor home repairs for low-income seniors and disabled adults (Homage Senior Services)
• supportive housing with priority given for homeless families (Housing Hope)
• updated lighting and wider sidewalks for ADA compliance at Comeford Park 
• solar roof panels at Marysville Community Food Bank.

Want to help shape the future of Marysville parks? The city has an opening on the Parks, Culture and Recreation Advisory Board to complete a term ending in September 2026. 

The board meets at 5 p.m. on the second Wednesday of every odd-numbered month. It advises the Parks, Culture and Recreation department and the City Council on long-range planning for parks, facilities and programs. It also develops operating rules and policies for facilities and programs.

The City of Marysville and the Marysville School District agreed in May 2024 to a property exchange that benefits both parties. Under the agreement, the city will acquire the school district’s administration building and property to relocate its Public Works facility, while the school district is moving its administration building to the former City Hall.  

Following review over the past several months, the property exchange is moving forward under an amended agreement approved by the Marysville City Council on March 24 and the Marysville School Board of Directors on March 31. The amended agreement updates the timelines for design, construction and occupancy and confirms that the city will pay the school district $2 million at closing in consideration for the difference between the appraised property values. 

This month the city’s contractor will begin construction of an addition to the former City Hall at 1049 State Ave. along with limited remodeling including new windows and new siding. That work is expected to be completed by the end of December 2025, when the school district will take possession of the site. To accommodate the school district’s schedule for moving after the school year ends, the city will take possession of the school district administration building at 4220 80th St. NE by Jan. 1, 2027.  

Marysville Police Detectives are investigating a deadly stabbing that occurred in the 1200 block of Marysville's 2nd Street early Monday morning.  At 6:17 a.m. on Monday, Mar. 31, Marysville Police responded to the area to assist the Fire Department, after a report of an unresponsive man lying on the sidewalk. A neighbor found the 66-year-old Marysville man unconscious and not breathing.  Upon arrival, police units observed the neighbor performing CPR on the man. Officers initiated life-saving measures and found the man had been stabbed.  The Marysville Fire Department arrived and continued life-saving measures, but the man succumbed to his injuries at the scene.   A police K-9 was deployed along with a police drone to assist in searching the area for any possible suspect(s). Detectives from the Marysville Investigations Unit were called out and are investigating.

Investigators believe this is an isolated incident and there is no immediate threat to the public. At this time, public information is limited to protect the integrity of the investigation.

Did you feel the earthquake on Monday? While we cannot always stop hazards from happening, we can take action ahead of time to lessen the impact of those hazards. That’s why the City of Marysville is developing its Hazard Mitigation Plan this year. 

This plan will focus on the Marysville community and what we can do to make it more resilient to disasters. Being more resilient to disasters means we can lessen the impact on lives, property, businesses and the environment. 

“Public involvement is a key piece of developing this plan,” said Sarah LaVelle, the city’s Emergency Preparedness Manager. “We encourage anyone who lives, works or visits the Marysville area to share their thoughts.”

Public meetings will offer the opportunity to hear about plan progress and provide input. The next one will be Wednesday, May 21, from 6 to 7 p.m. at the Marysville Community Center, 1015 State Ave.

This plan will provide direction over the next five years. The city has completed mitigation projects including building a stormwater treatment plant and upgrading infrastructure to better withstand earthquake shaking.

Modeling and mapping will be used to assess risk and identify community strengths and capabilities.

Come learn about the project, review plans and ask questions at an open house on Wednesday, March 19, at 6 p.m. at the Marysville Civic Center, City Council Chambers (2nd Floor), 501 Delta Ave. 

Formerly a privately-owned park with an established second-growth timber forest, Mother Nature’s Window has not been accessible to the public for more than 20 years. The city now owns this 34-acre rough gem located on 55th Avenue south of 100th Street NE in north Marysville.

This year’s plans focus on establishing safe public access while preserving the park’s natural site conditions as much as possible. Future park improvements and amenities will require about $2 million in grants or other funding sources.

The Marysville Opera House was built in 1911 for the Independent Order of Odd Fellows, a fraternal organization. After the Odd Fellows lodge disbanded in the 1960s, the building had a colorful history, including stints as a roller skating rink, an indoor shooting range, a furniture store and a teen disco nightclub. The City of Marysville bought the Opera House in 2018 and has renovated it to retain its elegant charm. It is the only building in Marysville listed on the historic register.

Hey, ladies! Grab your girlfriends and come to the Treat Your Self Women’s Expo on Saturday, March 1. The City of Marysville is hosting this free-to-attend event from 10 a.m. to 3 p.m. at the Marysville Opera House, 1225 3rd St.

Women can visit a variety of local vendors that provide products or services for beauty, fun and self-care.   “We are excited to host this annual event to connect the community with a variety of vendors to explore,” said Kristen Rasmussen, Recreation Supervisor. “New this year are local businesses providing red light therapy and permanent makeup services, along with a variety of products for women including skincare, jewelry, make-up and much more.”

Swag bags will be given away to the first 100 people in line. Tickets will be given to those in line to collect the swag bags, attendees must be present to receive a ticket. Due to safety concerns of the large crowds entering the building when doors open, limited numbers of people will be admitted at a time. 

Those arriving after 1 p.m. will be entered into a raffle drawing for prizes donated by the vendors. Prizes will be drawn at 1:30 p.m. and 2 p.m. Must be present to win.

Additionally, anyone who provides proof of purchase may enter the Grand Prize drawing which will be announced at 2:30 p.m. Limit of one ticket per person.

The Marysville Police Department has earned state accreditation from the Washington Association of Sheriffs & Police Chiefs (WASPC), joining an elite group of law enforcement agencies that meet the state's highest professional standards. With approximately 31% of agencies accredited statewide, this achievement puts Marysville among the top tier of Washington state law enforcement agencies.

This prestigious recognition comes after a rigorous evaluation process that took more than a year to complete, examining every aspect of the department's operations to ensure they meet the highest standards in law enforcement. The Washington state accreditation program confirms that the police department follows the best practices in public safety and professional service.

The City of Marysville is seeking candidates to fill a vacancy on the city Planning Commission. 

The seven-member Planning Commission serves as an advisory board to the Mayor and City Council on land use issues. The Commission meets on the second and fourth Tuesdays of each month at 6:30 p.m. The vacancy is to complete a term ending in August 2029.

The position is open until filled, with first review the week of Jan. 27.  Commissioners are appointed by the Mayor and confirmed by the City Council, and must pass a criminal background check. 

Continuing its commitment to fiscal prudence in a time of economic uncertainty, the Marysville City Council unanimously adopted the city’s next two-year budget at its Nov. 25 meeting.

The balanced 2025-2026 biennial budget of $450,135,923 proposed by Mayor Nehring maintains essential city services while essentially holding the line on staffing. It adds two new positions in 2025, a civil attorney and a wastewater treatment plant operator. 

“As residents and taxpayers ourselves, we put a priority on keeping costs contained while providing the city services that residents depend on,” said Mayor Jon Nehring. Nearly half (46%) of the General Fund pays for Police Department services. 

The budget includes a 5% rate increase for water, sewer and stormwater services to cover the inflationary cost of those services, particularly the increased price for the portion of water Marysville buys from the City of Everett. Starting in January 2025, that equates to an increase of $9.61 per bimonthly billing for a typical customer, or $4.81 per month. Garbage, recycling and yard waste rates are not going up.  

For the 13th year in a row, the City Council chose not to take the 1% property tax increase allowed by law. 

Council President Michael Stevens said, “I am grateful for a responsible and conservative budget that does not increase property taxes for our citizens.”

After the holiday gifts are open, what do you do with all the cardboard boxes and Styrofoam? The City of Marysville is hosting a free post-holiday recycling collection from 10 a.m. to 2 p.m. Saturday, Jan. 4, at 1049 State Ave. in the south parking lot (former City Hall).  

Marysville Sunrise Rotary and other community partners will help Marysville residents recycle unwanted cardboard, clean Styrofoam, bubble wrap, foam peanuts and other packaging materials. That’s not all. Bring your natural Christmas tree for ‘tree-cycling’ into wood chips to spread in city parks and trails. 

The event is free, with donations of nonperishable food and cash for the Marysville Community Food Bank gratefully accepted at the event or online at www.marysvillefoodbank.com.

On the evening of Saturday, Dec. 7, State Avenue will be closed between 4th Street (SR 528) and Grove Street for the Merrysville for the Holidays Electric Lights Parade. The road will close starting at 5:30 p.m. and will reopen by 10 p.m. or earlier if possible. Marked detour routes use Cedar Avenue, Grove Street and Armar Road.

Plan ahead for heavy traffic in the downtown Marysville area and use alternate routes when you can.

Starting at noon that day, 5th and 6th Streets will be closed between State Avenue and Delta Avenue adjacent to Comeford Park. Delta Avenue is closed from 5th to 9th Streets while the parade is taking place. Delta will remain closed between 5th and 6th Streets for the weekend.

Longtime community leader Larry Jubie will lead the 2024 Electric Lights Parade beginning at 6:30 p.m. Saturday, Dec. 7. The parade runs south on State Avenue from the Marysville Community Center to Comeford Park. 

A Marysville resident since he and his wife, Linda, built their first home here more than 50 years ago, Jubie was selected for his dedicated volunteer service in our community. 

“I really enjoy serving with so many dedicated people who are working to make our community a better place to live and work,” he said. 

Among Jubie’s many volunteer contributions: 

• A member of Marysville Rotary since 1995, Jubie appreciates Rotary’s humanitarian efforts both local and international; he has traveled with a local team to the mountains of Guatemala to build more than 30 schools over the past 25 years.

A year after mandating minimum 30-day sentences for people convicted of multiple public disorder crimes in Marysville, the City Council reinforced its commitment to public safety with new additions. The Council added malicious mischief as a public disorder crime and increased the minimum sentence to no less than 45 days for a fourth public disorder conviction or more within five years. The unanimous vote took place at the Nov. 4 City Council meeting. 

The Council’s first action in October 2023 specified public disorder crimes including theft, criminal trespass, vehicle prowl and using illegal drugs in public. After reviewing the program’s effectiveness since its inception, the Council has now added malicious mischief to that list. Malicious mischief means the willful destruction of property; examples include vandalism and graffiti. 

The Council also increased the minimum sentence to 45 days for those convicted four or more times within five years as a further deterrent to repeatedly breaking these laws in Marysville. A mandatory minimum sentence of 30 days remains in effect for a third such conviction within five years.  

“Public disorder crimes are a blight on our neighborhoods. Holding repeat offenders accountable improves public safety and our quality of life,” said Michael Stevens, City Council President. “At the same time, jail is not an effective long-term answer. Offering a positive alternative to jail allows people to turn their lives around, and we’re seeing the results in Marysville.” 

Under the Marysville law, a defendant who receives a mandatory minimum sentence for public disorder crimes may petition Marysville Municipal Court to enter treatment instead. 

“In many cases, repeat offenders suffer from addiction issues that drive their illegal behaviors. For those who are willing, Marysville’s embedded social work team helps them navigate available treatment and other social service programs,” Mayor Jon Nehring said. 

Between late 2023 and August 2024, 35 defendants were found guilty of a total of 49 public disorder crimes for a third time or more. Eighteen of those people, or just over half, chose to participate in treatment programs. The same time period saw a 17% decrease in the number of people who refused services and a 4% decrease in those who left treatment before completing a program.  

“Our work here shows that jail can be used as the start of a therapeutic process to help people change the trajectory of their lives,” said Police Chief Erik Scairpon. “We will continue to study recidivism and success rates with an eye on improving our program outcomes.”

As the city prepares its biennial budget for 2025 and 2026, Mayor Jon Nehring and the Marysville City Council invite you to review and share your priorities. In addition to the budget, the city introduces its first-ever separate Capital Improvements Plan (CIP) document. This new resource provides detailed timelines and narratives for proposed capital projects, helping community members understand where and when these initiatives will take place.

Public hearings on the proposed biennial budget and CIP document will be held on Mondays, Nov. 4 and Nov. 25, both at 7 p.m. at the Marysville Civic Center, 501 Delta Ave. Marysville residents are encouraged to attend and express their views on city projects, services and capital improvements that impact their lives.

Mayor Jon Nehring’s proposed $391,307,481 two-year budget maintains the city’s commitment to fiscal prudence while prioritizing the needs that matter most to the community.

“This proposed budget and our new Capital Improvements Plan reflect our commitment to responsible governance and strategic investments that align with the needs and priorities of our residents,” said Mayor Nehring. “As we plan for the future of Marysville, it is vital that we continue to prioritize fiscal responsibility while addressing the infrastructure and service needs of our growing community. Your input is invaluable in shaping a strong, sustainable future for our city.”

Carlo Ponte, reported missing by his mother in July of 2021 when he was three years old, was located yesterday in Seattle.  Carlo is safe and healthy.  Carlo was located with his father, Jorge Ponte.  An arrest warrant was issued in 2021 for Jorge, who was believed to have committed the crime of Custodial Interference by taking custody of his child and withholding access to him from his mother.  Jorge is believed to have had Carlo in his care during the three-year period that Carlo was listed as a missing person.  

The Marysville Police Department received an anonymous tip earlier this week that Carlo and Jorge were staying in the north Seattle area.   With the assistance of the Violent Offender’s Task Force (VOTF), Carlo was recovered and Jorge was taken into custody for Custodial Interference in the 1^st degree.  

We appreciate the assistance of the community, our media partners and VOTF in getting the information out about Carlo and ultimately locating him.      

The Marysville Police Department has completed its response to Marysville Pilchuck High School (MPHS) following a report earlier today of an active shooter. The school lockdown has been lifted, and all students and staff are safe.The initial report was received via an internet chat to a Veterans Crisis Line, originating from an IP address in California. MPHS was placed on lockdown as a precautionary measure, with a coordinated response from our department, the Marysville Fire District and multiple North Snohomish County law enforcement agencies. A thorough search confirmed there was no immediate danger to students or staff.Our department is working closely with MPHS, the Marysville School District and the Marysville Fire District to support students, faculty, and families as they process today’s events. The Marysville Fire District remains on-site to provide emotional and medical support as needed, and plans are underway for next steps in resuming normal operations.

New this year: a staff skills competition! The Marysville Public Works team will put their hard-earned skills to the test by moving challenging objects with a small track hoe. Come cheer them on!

Just after 5:00 p.m. yesterday evening, August 14th, Marysville officers responded to a reported attempted kidnapping in the 1500 block of 9th St., in Marysville.

Officers were advised that an adult male subject had opened the rear door of an occupied parked vehicle, while claiming the child inside was his.  The father of the child, who had just exited the vehicle, intervened by slamming the door shut and pushing the suspect away from his car.  A brief altercation took place.  The mother of the child, who was still in the vehicle, locked the vehicle doors.  The suspect made a second attempt to get into the now locked car, still claiming the child was his.  The father shoved the suspect into the roadway, at which time the suspect got into his own vehicle and fled the area.

A description of the suspect and vehicle were broadcast to officers, who located the suspect in his vehicle about half a mile north of where the incident took place.  The suspect was taken into custody.

The parents and an independent witness all were able to positively identify the man. 

The suspect, a 51-year-old Everett man, was booked into the Snohomish County Jail for Attempted Kidnapping 2nd Degree.  The child was frightened but otherwise unharmed.

MARYSVILLE, Wash. — Sometime after 9 a.m. today, members of the Tulalip Police Department were alerted to the body of a female in the tidal area where Tulalip Bay meets Battle Creek. The body was turned over to the Snohomish County Medical Examiner’s Office, which will provide official identification of the victim and cause of death at a later time.

On Friday night, Marysville Police entered a 16-year-old female into a national database as a missing person. Marysville detectives, along with officers from Tulalip PD and members of the Snohomish County Search and Rescue Team, had been searching for the 16-year-old throughout the weekend, deploying two Search and Rescue K9 teams along with a Marysville PD drone.

Marysville detectives were alerted to the recovery of a body on the Tulalip Reservation today. Further inquiries regarding this press release should be directed to Commander Robb Lamoureux.
